To play shrapnel, you'll need an interactive fiction interpreter like Gargoyle or Zoom.
At the page linked above, download the shrapnel.z5 file and open it with your interpreter of choice.
Don't get the DOS Version
If you have Vista, it won't work at all. To get DOS running in Vista you need an emulator like DOSbox. Stick to the Z-code.
Good advice
Actually, it does run on my Vista machine, but you're right that the z-code is going to be the most stable solution. Once you get an interpreter running, the z-code will work on any platform.
